/etc/crontab and a big UH-OH!

I didn't like the 7 AM daily run-parts measure so I edited /etc/crontab to change it to 4:10 AM come up. 4:10 came and went and nothing happened. BAD news as it's not rotating anything no reports nothing. Hmm. I understand this less and less. I changed it to 4:30 AM went by then at 4:38 it RAN!It did not turn logs which I wouldn't expect on a daily basis but when DOES it rotate logs?What's going on and what do I need to know?
my *guess* would be that something is detecting it has not yet been a beat 24hrs since it last ran. I'd get it be and see how it behaves tomorrow...-c
